Hu Jintao's Congratulatory Letter on the Founding of China’s Three Leadership Academies

Under the guidance of the spirit of the 16th CPC National Congress and the third and fourth Plenary Sessions of the 16th CPC Central Committee, the three China Executive Leadership Academies located in Pudong (CELAP), Jinggangshan (CELAJ), and Yan'an (CELAY) are now officially in operation. The launch of these institutions comes at a time when CPC members nationwide are stepping up efforts to enhance the Party's leadership competency and preserve its vanguard nature. On behalf of the CPC Central Committee, I hereby extend my warmest congratulations and greetings to all the three institutions and the comrades working for leadership training across the country.

The Communist Party has always attached great importance to educating its leaders and developing leadership training bases. At all stages of China's history such as the periods of revolution, construction and reform, the Party has been sparing no efforts in developing leadership training centers at all levels to provide sufficient qualified leaders. As the mission of the Party today is to build China into a modern and prosperous society in an all-around way and to develop socialism with Chinese characteristics, it is urgent for us to launch large-scale training programs to significantly improve the quality of our leaders. Taking the concept of building a stronger Party into consideration, the CPC Central Committee decided to establish three leadership institutions: CELAP, CELAJ, and CELAY, which are expected to serve as valuable platforms for leadership training. They would play an important role in ensuring that we uphold the Party's fine traditions and values, improve the leaders' capacities in building modern socialist country, strengthen the Party's leadership competency of governing for the people, and preserve the Party's vanguard nature.

The leadership training programs in the three institutions need to be closely linked to the overall work and interests of the Party and the country, contributing to the development of a modern and prosperous society and accelerating the process of modernization of socialism in China. Both academic and administrative staff members of the three institutions are expected to study and uphold Deng Xiaoping's Theory and the important thought of Three Represents. By observing the concept of scientific development and the requirement of enhancing material, political, and spiritual civilization for a harmonious society, they are to prioritize the tasks of improving the governing consciousness and capacity and leadership skills of the Party. With measures of innovating training curricula, modernizing training methodologies, integrating training resources, and optimizing training teams, the three institutions are expected to make significant improvement in their overall training quality. Various pragmatic measures must be taken so as to build the three institutions into bases for values education and studying the national situations. As crucibles for tempering and enhancing leadership capacities of Chinese leaders and a platform for international exchanges and cooperation, the three institutions are expected to make significant contribution to the Party's leadership training cause.
