On September 1, 2023, the Central Party School of the Communist Party of China (National Academy of Governance) convened an opening ceremony for the fall semester of 2023. The ceremony was broadcast via a video conference system, allowing China Executive Leadership Academy Pudong, China Executive Leadership Academy Jinggangshan, and China Executive Leadership Academy Yan’an to join and witness the event remotely. Chen Xi, the President of the Central Party School, graced the occasion and delivered a speech emphasizing the imperative of in-depth study and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. He also stressed the significance of studying and implementing General Secretary Xi Jinping’s important instructions on Pparty Building. Chen Xi urged all participants to firmly support the “Two Establishments,” which entail recognizing Comrade Xi Jinping’s core position within the CPC Central Committee and the Party as a whole, as well as acknowledging the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Furthermore, he called for resolute commitment to achieving the “Two Upholds,” namely unwaveringly upholding General Secretary Xi Jinping’s core position within the CPC Central Committee and the Party as a whole, as well as firmly upholding the CPC Central Committee’s authority and its centralized, unified leadership. Chen Xi encouraged all participants to forge ahead with determination, diligently work, and make new and greater contributions to leading the profound social revolution through the Party’s own self-revolution, thereby advancing the building of a strong nation and the great rejuvenation of the Chinese nation.

Chen Xi noted that General Secretary Xi Jinping’s significant instructions on party building represent the theoretical sublimation and ideological crystallization of party-building practices in the new era. These instructions demonstrate distinct theoretical originality, provide robust practical guidance, and employ a systematic scientific methodology. As such, they have made remarkable original contributions to enriching and advancing the Marxist theory of party building. They also offer scientific guidance for exploring new dimensions in party governance and state governance, while contributing Chinese wisdom and solutions to the development of global political parties and political civilization. Government leaders should continuously deepen their understanding of the profound implications and spiritual essence of these instructions, consciously grasp and implement the “Thirteen Adherences”. They are expected to effectively translate these acquired insights into practical actions, in an effort to transform both the subjective and objective realities. They should strengthen their unwavering loyalty to the Party, exert greater determination and diligence, comprehensively enhance their capacity to fulfill their duties, and shoulder the responsibility of governing and regulating the Party. Moreover, they are expected to exhibit new responsibilities and achieve significant progress in advancing both the Party’s grand undertaking and the new major project of Party building.

Wu Qing, Deputy Secretary of the CPC Shanghai Committee, Yan Shuang, Deputy Secretary-General of the CPC Shanghai Committee, Qian Mingtao, Deputy Director of the Organization Department of the CPC Shanghai Committee, Li Zhimin, Deputy Director of the Research Office of the CPC Shanghai Committee, Cao Wenzhe, Executive Vice President of CELAP, and other members of the CELAP leadership team, along with all participants, faculty members, and delegates from Kunshan branch, attended the opening ceremony at the sub-venue of CELAP.

Immediately following the ceremony, the theoretical study group of CELAP’s Executive Committee commenced the studying of Chen Xi’s speech, extracting its essence for a comprehensive study by all participants and faculty members within their respective Party branches or groups.
