From September 1 to 7, 2025, the Cambodia Civil Service Leadership Development Ministerial Seminar was successfully held at CELAP. Fifteen government officials from the Cambodian Ministry of Civil Service participated in the seminar. With the strong support of the Ministry of Commerce, CELAP ensured the high-quality completion of the training tasks.The seven-day seminar featured lectures by experts from the academy on topics such as An Introduction to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, advancing Chinese modernization, and building a community with a shared future for mankind. Additionally, participants conducted on-site learning visits to the Pudong New Area Government Service Center, Yangpu 228 Block, ZTE Corporation, and Kunshan Suzhou, gaining firsthand insights into China's practices in urban development, modernization of urban governance, industrial park construction, and digital transformation.
During the seminar, CELAP’s Vice President Zheng Jinzhou met with all participants, introducing the CELAP's basic situation and distinctive features, as well as reviewing the friendly relations and collaborative history between CELAP and Cambodian institutions. He expressed hope that this seminar would serve as a platform to foster mutual understanding and strengthen ties between China and Cambodia. He also sincerely looked forward to further enriching and deepening the cooperation between CELAP and Cambodia, particularly in strengthening mutual learning and achieving fruitful results in promoting civil servant training cooperation between the two countries.
His Excellency GHEA Lalin, Deputy Secretary of State of the Cambodian Ministry of Civil Service and head of the delegation, repeatedly expressed gratitude to China for organizing the seminar and thanked CELAP for its professional services and meticulous arrangements. He stated that through 7 days of study and discussion, he deeply felt that the seminar played an important platform role. It not only allowed participants to learn China's innovative concepts and strategies in modernization, administrative reform, and social governance but also deepened their understanding of the theory and practice of Chinese-style modernization through site visits. He expressed hope that China would continue to host such seminars to benefit more Cambodian public servants at the central, local, and various administrative levels. He also mentioned that the Cambodian Ministry of Civil Service and CELAP have established a cooperation mechanism and expressed his hope to continue deepening the friendly relations between the two sides.
