CELAP is supervised by the Central Organization Department of the Communist Party of China.  The Executive Committee of CELAP is responsible for the operation of the school. The Board comprises officials from relevant state departments, the Shanghai Municipal Government, large state-owned enterprises, and well-known higher institutions. CELAP has eight departments: General Office, Department of Participant Affairs, Department of International Exchange & Program Development, and so on.
