CELAP is located in Shanghai, as well the Yangtze River Delta, which provides tremendous fresh experiences in reform and opening-up. Target participants of the program include the Party and government officials from middle and western areas, ethnic regions. By absorbing experiences and lessons from the Yangtze River Delta in development, officials from the middle and western areas can accelerate local economic and social development at home. Major programs consist of Economic, Social Development in Western China, Economic, Social Development in Xinjiang, Economic, Social Development in Ningxia.
